Update README for the devices work from the speaker-detection session: devices registry (GET/PUT /devices), guided enrollment/verification (clips/enroll, devices/{id}/verify), public-config endpoint, new computer.devices_url/capture_url settings, admin UI devices section, and the deploy.env convention.
